The difficulty or ability to do so varies. In IDW comics continuity, they kind of pop out of the ground in little hot spots, but the hot spots have kind of run out millions of years ago, and so their population is finite. In the old Marvel stuff, though, Optimus could just point his Matrix at anything dude-shaped and it’d be a new guy. Prowl was like “aw yisss let’s make an infinite robot army” and Prime was all “no way that corrupts the purpose of this magical thing in my chest, NEVER” but then a year later the toyline expanded and Optimus sort of forgot he said that.

Let’s talk about ExorSystems, Inc!
ExorSystems is probably my proudest RPG creation, a d20 ghost-hunting-for-profit game setting that parodied/pastiche’d Ghostbusters, Hellboy, Buffy, Scooby Doo, Supernatural and Men in Black, among others (But mostly Ghostbusters, lets be honest.)
The universe revolved around the Ectonic Progression, a sort of supernatural analogue of global warming that resulted in ghostly and pan-dimensional incursions instead of extreme weather and rising ocean levels. As such, monster-hunters were much in demand.
It had some fun elements that helped differentiate it from the average d20 game. Monsters were for the most part unkillable, requiring capture through technological or supernatural means. There were rules for converting any d20 monster into a ectoplasmic entity, supernatural weakness tables to give each creature an Achilles’ heel for hunters who didn’t have capture gear, rival organizations to compete for clients with, and a ton of fun gear options.
Making it was a fun period in my life.
Fun fact, the mini-comic by David Willis of Shortpacked fame was inspired by the things I screamed at the screen while watching the US version of the Grudge.
